Environmental Quality Control Manager

Pay Range: $52.00-$62.50/hour

Seeking an Environmental Quality Control Manager to oversee environmental programs for a USACE/DOD contract in Concord, CA. This role is responsible for environmental inspections, employee training, and oversight of waste-generating activities, ensuring compliance with federal, state, local, and DOD regulations.
Lead incident reporting, prevention, and safety programs through classroom and onsite training, new hire orientations, and annual certifications (HAZCOM, hazardous materials, hazardous waste handling).
Collaborate with managers and supervisors on pre-work assessments, identifying high-risk actions and implementing alternative action plans.
Develop and maintain the site Environmental Quality Plan, incorporating all applicable regulations and DOD requirements.
Create and enforce environmental policies and procedures to ensure compliance with all governing legislation.
Manage the reporting, investigation, analysis, and documentation of regulatory compliance incidents.
Serve as liaison with regulatory agencies, environmental and quality departments, and the Project Manager.
Design and deliver compliance and record-keeping training programs for all project employees.
Conduct site audits, program reviews, and ensure proper registration/documentation for regulatory compliance.
Develop and implement internal audit programs, oversee corrective/preventive actions (CARs/PARs), and identify opportunities for improvement (OFIs).
Coordinate with the Government COR and QAEs to resolve evaluation findings and track timely issue resolution.
Oversee the project’s training program and maintain the Training Matrix for compliance.
Perform independent problem analysis, root cause determinations, and recommend operational improvements.

Bachelor’s degree in a technical discipline or equivalent combination of education and work experience.
Minimum of 5 years’ construction and/or environmental program management experience.
Experience monitoring and enforcing EPA and DOD regulations for hazardous waste management/handling.
Current OSHA 30-Hour training certification.
Valid driver’s license (in good standing).
Knowledge of OSHA 1910 General Industry Standards and OSHA 1926 Construction Standards.
Preferred Certifications:
National Certified Stormwater Construction Inspector Certificate
USACE Quality Control Manager Certificate (at time of hire)
NFPA 70E Electrical Safety compliance knowledge.
Mishap/accident investigation experience.
Ability to conduct and develop classroom training programs.
HAZWOPER Training.
USACE project experience and familiarity with the Resident Management System (RMS).
Environmental program background in California or equivalent experience.
